This is more than simply a ceremony; it is a political commitment and action plan for agencies and units to achieve growth targets.
At the conference, the leaders of the Department of Finance reported on the economic growth situation in 2025 and the first quarter of 2026, as well as the growth scenario for 2026; simultaneously, they implemented Plan No. 246/KH-UBND dated March 8, 2026, of the PPC on launching a competitive emulation movement to achieve the goals and tasks of socioeconomic development in Dong Thap province for the period 2026-2030, associated with achieving double-digit economic growth by 2030.
The focus will be on implementing 15 emulation contents, with key emulation targets for the 2026-2030 period such as average economic growth (GRDP at 2010 constant prices) over 5 years (2026-2030) reaching 9%/year and increasing to 10% or more by 2030; GRDP per capita reaching 150-154 million VND; total social development investment reaching approximately 702 trillion VND, averaging 33% of GRDP; export turnover reaching $14.8 billion; and by 2030, there will be no more poor households, according to the 2021-2025 multidimensional poverty standard; the province will have advanced new rural standards, and so on.

Within the scope of the conference, representatives from 15 departments and agencies, representing 123 units across the province, signed a competitiveness agreement to attain an 8-8.5% growth rate by 2026. Specifically, all levels, sectors, units, and localities will step up their efforts and focus resources on fully and decisively implementing the Government's Resolutions and Action Programs, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, as well as achieving the political tasks and targets of the socioeconomic development plan for 2026 and the 2026-2030 period.
Furthermore, it is vital to accelerate and create breakthroughs in reaching economic growth targets, ensuring that by the end of 2026, growth has reached 8-8.5%, laying the groundwork for completing the 5-year growth plan (2026-2030). All economic sectors are expected to expand, with agriculture, forestry, and fisheries expanding at 4-4.5%, industry and construction rising at 13.2-14% (industry at 12.5-13%, construction at 16.3-18.4%), and the service sector growing at 8.1-8.3%.
All levels, sectors, units, and localities should prioritize managing, monitoring, and analyzing the economic growth (GRDP) condition quarterly, as well as examining sectoral and field indicators regularly. They should assess and change the growth scenario for the next quarter based on the current situation.

Mr. Pham Thanh Ngai, Chairman of the PPC, requested that, immediately following the conference, provincial departments, agencies, and commune and ward People's Committees concretize the committed contents into specific action programs and plans, as well as clearly assign responsibilities and timelines for implementation. During implementation, it is critical to closely follow the Provincial Party Committee and the PPC's directives, review and update growth scenarios on a regular basis, clearly identify growth drivers and bottlenecks, focus on timely and effective solutions, and improve state management effectiveness and efficiency.
