Planning Dong Thap to become a place worth living and visiting

On February 22, 2023, at the headquarters of the Ministry of Planning and Investment, the Provincial Planning Appraisal Council approved the Dong Thap Provincial Planning Report for the period of 2021 - 2030, with a vision to 2050 (hereinafter referred to as the Planning Report) with the condition that there are amendments or additions.

In the past time, Dong Thap province has focused on infrastructure investment, exploiting potential advantages and has achieved many outstanding results in socio-economic development. The scale of the economy is increasingly expanding, reaching nearly VND 100,000 billion in 2022, ranking in the good position of the Mekong Delta region. The economic growth rate (GRDP) in the period 2011 - 2020 will reach 5.95%/year, in particular, in 2022, it will achieve a growth rate of 8.62%.

Agricultural economic structure plays a key role, Dong Thap is one of the leading agricultural production regions in the country. Dong Thap has the third largest rice output out of 13 provinces and cities in the Mekong Delta, and at the same time ranks the second in the whole region in terms of fish processing industry output.

The province's business and investment environment is increasingly improving, with the Provincial Competitiveness Index (PCI) for 14 consecutive years in the group of provinces and cities "with the best quality of economic management". Socio-economic infrastructure continues to be maintained stably, people's living standards are improved more and more. In particular, Cao Lanh city and Sa Dec city are honored to be two of the five only cities in the country recognized by UNESCO as "Global Learning Cities"; organize many events, festivals to promote images, local products, etc.

Besides the achieved results, Dong Thap province still has some bottlenecks hindering the development of the province, specifically: Economic thinking of the majority of the population still takes growth in breadth as the foundation, labor force is mainly leading to low efficiency, has not yet transformed the mindset of the market economy, develop the added value in depth and apply scientific and technical advances to production and business; enterprises in the province are small in number and small in scale; infrastructure, especially transport infrastructure, has not kept up with development needs, etc.

Aware of the above shortcomings and limitations, right after the Prime Minister approved the planning task, the province focused on strongly directing the planning and coordinating to hold meeting to receive consultations from many stakeholders at different levels from central ministries and branches to the Regional Coordinating Council, 12 provinces and cities in the Mekong Delta region. Up to now, the province has fully implemented the processes, reports, seminars, consulted at all levels, and completed the draft basic planning to meet the requirements in accordance with the provisions of the Law on Planning. Decree No. 37/2019/ND-CP.

Mr. Pham Thien Nghia - Chairman of the Provincial People's Committee said that the province identified planning as a pioneering step and the most important issue, so the locality has changed their mindset in planning.

“We do not consider resources as the core issue in development, but consider the human factor as the most important issue. The master plan of Dong Thap province focuses on harmonious development, consider the people's happiness and quality of life the core and goal of development," said Pham Thien Nghia.

To construct the future in locality, Dong Thap must engage in a macro-level innovation strategy focusing on sustainable and harmonious development through rational exploitation of the province's natural resources, at the same time, towards a new model of balanced socio-economic-environmental growth, with the hope of moving towards a growth model with national values, because the province realizes: “The future of Dong Thap province is also part of the future of Vietnam and the world”.

Therefore, the Dong Thap Provincial Plan sets a goal of balanced, comprehensive and sustainable development by 2030.

Accordingly, innovative agriculture is the main driving force, changing the mindset from raw agricultural production to the mindset of developing a diversified agro-business to meet market needs. Provincial development is based on green growth and digital transformation. The agricultural product processing industry, the building materials industry, the development of renewable energy, and digital transformation is considered breakthroughs, forming an ecosystem of supporting industries (enterprises, startups, farmers), which helps Dong Thap transform itself from a migrant province to a settlement province, becoming a destination of the global sustainable agricultural economic value chain.

Along with that, promote the efficiency of the value chain of raw materials - processing - logistics - trade - export and border trade advantages with Cambodia. Technical infrastructure, social infrastructure, urban investment is synchronous and modern. Science, technology and knowledge economy are promoted; high-quality human resources are developed.

The fields of education, health, culture and society is in the advanced group of the whole country; material and spiritual life and living environment are enhanced; expand cooperation, deepen integration with the world; build a solid defense and security posture.

By 2050, Dong Thap will be an economic exchange center between the Mekong Delta and other countries in the Mekong sub-region, an eco-tourism center of the Mekong Delta region and the whole country.

Dong Thap continues to affirm its position as a center of sustainable agriculture in freshwater fisheries, ornamental flowers, fruits, rice, and high-tech application of the region, leading the country in a number of its advantaged agricultural industries. Most importantly, Dong Thap is one of the liveable and happy provinces in the region with the criteria towards balance, harmony and sustainability.

Some highlights in the development of Dong Thap province in the coming period

The master plan identifies 07 development perspectives throughout, in which people's happiness and quality of life are the core and goals of development. During the planning process, the province has developed 03 development scenarios, and selected Scenario 2 based on breakthroughs, while ensuring balance and reserves for the future.

The master plan focuses on 10 priority areas to create breakthroughs in development, in which entrepreneurship and innovation continue to be the leading breakthroughs, in addition to the development of transport infrastructure as the first stage. Breakthroughs have a key position to remove bottlenecks and create impetus for development in the coming time.

The master plan sets out 16 key development indicators, balancing the economic - social - environment - infrastructure pillars.

In order to arrange space reasonably, ensure it scientific, suitable with natural conditions, potentials and advantages, towards agreement among localities, the provincial spatial organization planning for development according to 04 featured inter-district regions, including: Urban chain and Tien river economic corridor; The border economic zone upstream of the Tien River; Logistic economic zone along Hau river; Dong Thap Muoi central agro-ecological economic zone.

Regarding the plan to organize space for development of agriculture, forestry and fishery, the master plan divides two main agricultural space zones, including: Dong Thap Muoi agricultural area: Including the natural area of ​​the districts, the city located in the North of Tien River with an area of ​​about 207,173 ha; Agricultural area of ​​islets and between Tien and Hau rivers: Including the islands of Hong Ngu and Thanh Binh districts, all districts of Chau Thanh, Lai Vung, Lap Vo and Sa Dec city, with an area of ​​natural However, about 97,093 hectares.

Regarding the urban system development plan, Dong Thap province develops a model of sub-regional networks of multi-center urban, with 01 central urban chain and 03 independent sub-urban areas that are complementary to each other, including: Chain of urban areas along Tien River (chain of central cities); Border urban sub-region (Northern urban chain); Urban sub-region along Hau river (southwest urban chain); Dong Thap Muoi central urban sub-region (Northeast urban chain).

Previously, in order to improve the quality of the planning and ensure its feasibility, during the planning process, the leaders of Dong Thap province has organized seminars several times to invite experts, scientists, managers in and out of province etc to be consulted on the province's development orientation, the content of the provincial planning; at the same time, organizing consultations with former provincial leaders in a variety of tenure.
