The plan is to continue to build Dong Thap province's image with the core characteristics that bear the identity of the Red Lotus region: friendly, constructive, service-oriented, efficient government; affectionate, dynamic, and creative provincial culture and peoplae; local start-up; green and clean agriculture; safe and reputable agricultural products "Made in Dong Thap"; pure, ecological tourism, developing tourism not only for for the pride of the homeland and people of the Red Lotus.

Notably, Dong Thap is determined to be a digital transformation pioneer, aiming to rank among the top 15 in the digital transformation index when compared to other provinces and cities in the country; continuing to promote administrative reform; maintaining the Provincial Competitiveness Index (PCI), Governance and Public Administration Performance Index (PAPI), and PAR-Index ranked TOP 5 nationally; and promoting agricultural restructuring toward green economy; and constructing new rural; creating a new attractive image of agriculture in rural areas and Dong Thap’s farmers; developing tourism associated with local images; striving to achieve the position of the TOP 3 provinces with attractive tourism options in the Mekong Delta region; building culture; deeply portraying Dong Thap people's image of affection, dynamism, and creativity; annually considering and awarding the titles "Typical Citizen of the Lotus Land" and "Honorary Citizen of the Lotus Land" in the fields, etc.

The plan includes 08 groups of tasks and solutions, of which the province will focus on promoting communication, and raising people’s awareness about the image of Dong Thap province, including officials, party members. citizens, businesses, and investors inside and outside the province. The plan's specific goal is to spread and educate youth and students about traditional history, homeland, Dong Thap people, culture, behavior, ethics, and lifestyles to build consensus and actively participate in implementation. It also creates and promotes a healthy and progressive cultural environment in all aspects of social life; raises awareness, responsibility, and pioneering roles, leading by example for cadres and party members, particularly the heads, in implementing Resolution No. 04-NQ/TW of the 12th Party Central Committee on strengthening party building and rectification; and prevents and repels deterioration in political ideology, morality, lifestyle, and internal "self-evolution" and "self-transformation" manifestations.

In addition, the plan is to instill "Citizens of the Lotus Land" pride by promoting Dong Thap culture and people who are affectionate, dynamic, and creative in order to improve the province's image in a friendly and professional direction.
